On the coast of the Bohai Sea, in the city of Huanghua, a private specialized vehicle enterprise rose from humble beginnings to become a leading force in China’s specialized vehicle industry. Over nearly three decades, the company transformed itself from a small, run-down repair workshop into a National High-Tech Enterprise, a Hebei Province “Specialized, Refined, Differential and Innovative” SME, and one of China’s leading brands in the specialized vehicle sector. Today, its products are exported to more than 50 countries and regions worldwide, with annual output value exceeding RMB 1 billion. Behind this remarkable rise stands Guan Shijie, founder and chairman of Hebei Changhua Star Vehicle Co., Ltd. (HCSV). Guided by entrepreneurial vision, resilience, and an unwavering commitment to craftsmanship, Guan and his three brothers built the company from the ground up. Through decades of persistence, technological advancement, and market expansion, they transformed a small workshop into a globally recognized specialized vehicle manufacturer, demonstrating the determination, responsibility, and pioneering spirit of a new generation of Chinese private entrepreneurs.

In the early 1990s, China’s automotive industry was still in its infancy. Demand for specialized vehicles continued to rise, while market supply remained limited, creating significant opportunities for growth. On May 28, 1994, beside National Highway 205 in the Huanghua Development Zone, Guan Shijie and his three brothers — Guan Shixiong, Guan Shilin, and Guan Shiping — took the first step toward entrepreneurship. Driven by ambition and determination, the four brothers acquired the land-use rights to a 7,580-square-meter site through a bid of RMB 500,000. Using the old facilities of a former automobile repair workshop as their foundation, they established Changhua Automobile Trading Company and officially began their entrepreneurial journey.
In the early years, the company faced extremely difficult conditions. There were no advanced production facilities, no mature technologies, and no abundant financial resources. The entire operation relied on just over twenty employees and several dozen basic machines, including welding and cutting equipment. At the time, the company mainly cooperated with Qingdao Dongfeng Automobile Modification Factory to market modified cargo vehicles. As one of the earliest vehicle modification manufacturers in the Cangzhou region, Guan Shijie understood that launching a business was difficult, while sustaining and expanding it would be even more challenging. Even so, he remained firmly convinced that strong product quality and continuous innovation would ultimately secure a foothold in the market. He personally handled market development, production management, and sales operations, working side by side with employees every day. Every available resource was directed back into production and business operations, laying the foundation for the company’s future growth through persistence and hard work.
In 1995, the company was renamed Huanghua Branch of Qingdao Dongfeng Automobile Modification Factory and adopted a joint-stock operating model. Guan Shijie assumed the role of general manager, introduced clearer organizational responsibilities, standardized internal management, and established the company’s initial operational framework. That same year, the company produced more than 1,200 modified vehicles, successfully opening the markets in Cangzhou and surrounding regions and laying a solid foundation for future expansion.
